Nor can we pass over in silence the audacity of those who, not supporting sound doctrine, claim that “without sin and without any sacrifice of the Catholic profession, assent and obedience can be refused to judgments and decrees of the Apostolic See, the object of which is declared to concern the general good of the Church, its rights and its discipline, so that it does not touch the dogmas of faith and morals. But no one can be found without seeing and understanding clearly and distinctly how gravely opposed this is to the Catholic dogma of the full power given by God through Christ our Lord Himself to the Roman Pontiff to nourish, govern and guide the universal Church. .

In the midst, therefore, of such a great perversity of depraved opinions, we, remembering well our apostolic office, and very much concerned with our most holy religion, with sound doctrine, and with the salvation of souls entrusted to us by God, and (scientious too) for the welfare of human society itself, have seen fit to raise our apostolic voice again. Therefore, by our apostolic authority, we reprove, proscribe and condemn all singular and evil opinions and doctrines separately mentioned in this letter, and will and command that they be fully held by all children of the Catholic Church as reprobate, banned and condemned. .
